Prior to this project, the Water Bureau (PWB) used Lump Sum contracting almost exclusively. Hoffman helped them through their first CM/GC, performing in-depth preconstruction to minimize impacts through phasing, and optimizing use of public funds. The campus infrastructure project supports the PWB’s maintenance operations with offices, equipment bays, staging areas, a workshop, and a large warehouse. Hoffman developed a detailed logistics plan to keep the campus secure and operational throughout construction, including moving and/or rerouting staff, equipment and materials during required phasing shifts. Hoffman’s targeted outreach to qualified MWESB firms was key to achieving 39% participation. We provided technical assistance to help them generate competitive bids. Once on board, we supported their success with mentorship in specialized areas like estimating.
