Hoffman Construction Company, General Contractor/Construction Manager (“GC/CM”) for DSHS Residential Treatment Facility (“Project”) being performed for Washington State Department of Social and Health Services (“Owner”) requests sub-bid proposals for Bid Package #8 – EGD Signage.
A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for 1:00 PM, March 14, 2024 at the DSHS Residential Treatment Facility jobsite (16015 NE 50th Avenue, Vancouver, WA 98686). Attendees must bring/wear their own compliant Hard Hat and Safety Glasses, Reflective Vest, long pants, and boots in order to attend the job walk following the pre-bid meeting. All bidders are encouraged to attend the pre-bid meeting in order to acquaint themselves with the local conditions under which the work is to be performed and to correlate personal observations with the requirements of the contract documents.
Proposals must utilize the specified PROPOSAL FORM and be submitted as a single file (less than 10MB) to BIDS@hoffmancorp.com, no later than 2:00 p.m., March 26, 2024.
There will be a public opening of bids. Bids will be opened in the presence of the Owner’s Representative at 2:15 pm via Teams on March 26, 2024. You main join utilizing the Teams link below. The names of all bidders, bid amount and addenda acknowledged will be announced.

Phone Conference ID: 371 659 408#A BID BOND in the form of a surety bond, cashier’s check or certified check in an amount equal to five percent (5%) of the bid must be attached to bids in excess of three hundred thousand dollars ($300,000). BID BOND shall be payable to Hoffman Construction Company of Washington. Bond may be emailed providing the original Bid Bond is delivered no later than the next business day. Failure to provide BID BOND with bid shall render bid non-responsive
Bidders must be properly licensed with Washington’s Department of Labor and Industries at the time of bid, including but not limited to, Washington Unified Business Identified (UBI) number, Industrial Insurance (workers compensation) coverage for Subcontractor’s employees working in Washington as required in Title 51 RCW; and any other licensing requirements as stated in Specification Section 007200-5.20. This is a prevailing wage project. Bidders must comply with requirements of the prevailing wage law in RCW Title 39 Public Contracts and Indebtedness and RCW Title 49 Labor Regulations. Workers must be paid not less than the Washington State Prevailing Wage Rates for Public Works Contracts in Clark County, effective April 5, 2023. A copy of the applicable prevailing wage rates is available for viewing at Contractor’s office and from the following URL: https://fortress.wa.gov/lni/wagelookup/prvWagelookup.aspx. A Contractor Controlled Insurance Program (“CCIP”) for on-site operations is being provided for general liability.
In accordance with RCW 39.04.320, the State of Washington requires no less than 15% of the labor hours to be performed by apprentices. Subcontractor will be required to provide monthly reporting of apprenticeship participation.

This project has a Diverse Business goal of 26%, which is an aggregate of 10% Minority Business Enterprises (MBE), 6% Women Business Enterprises (WBE), 5% Veteran-owned Business and 5% Washington Small Businesses self-identified in the Washington Electronic Business Solutions (WEBS).
